Keep in mind this isn't just a couple of guys who defrauded the system and made $100,000. This isn't the network of gang members who figured out how to get a million dollars. THIS IS 18 BILLION WITH A B DOLLARS. And there is so little oversight that they didn't notice after 1 billion?
