They were specifically talking about a prevalent type of scam in their country. You are saying that I am telling you incorrect shit, when from what I can tell you are just not understanding what is being discussed here. You are filling in the blanks of a language barrier with the worst...

So real talk, I don't see how they were promoting anti-homeless rhetoric. It seems pretty clear that they are referring to an instance of people specifically trying to mooch who aren't homeless. Resorting to death threats over this is not the play.

Wait... where in the US does the Government give out phones to the homeless? Last I checked Homeless people here are barely treated like humans in most places. /gen
