Statement on the Welfare Reform Bill | Headway East London
On Tuesday the Welfare Reform Bill – proposing changes to the benefits system – was passed into law. Here's our response.

We have already responded to the Government’s consultation on changes to the welfare
system, informed by our members’ experiences.

Devastating and degrading to say the least, but we do get it's still not enough for two simple reasons; people with brain injuries won't get any better and we're getting older. For 27 years #co-production has been at the core of how we work at Headway East London with our members – who are experts by experience in brain injury.

We will be reaching out to Stephen Timms – who is also the MP for East Ham – to see how we can contribute to this review.

Any changes to PIP will only take place after the #welfare minister, Stephen Timms, has conducted a review of the benefits system by Autumn 2026.

We welcome the government’s commitment to #co-produce the Timms review with disabled people.

The government’s own poverty analysis shows that despite these concessions, 150,000 of the most vulnerable people would end up in relative poverty as a result.

With 1.3 million people in the UK living with the effects of #braininjury it’s crucial that the impact of the changes are fully considered.
