You mean like, people wanting to use time travel for personal gain, like how Biff stole the Sports Almanac, and brought it to his past self in 1955 to obtain more money and power?

Not to mention, time travel would result in very serious consequences, and not worth the catastrophic alteration. The Terminator and Back to the Future movies are the prime examples of that.
