Predictable is usable

Imagine if Southern Germany was very pro-Nazi in 1933, and Northern Germany was very anti-Nazi. And suppose Southern Germany had only a small fraction of the financial resources of the North, too small to spend on munitions, and they split in 1933. How many millions of lives would have been saved?
