Nah, this ignores the biggest driving force for gerrymandering: individual representatives wanting to keep their seats. Those two reps want to stay as incumbents, safe and predictable is better than 'increases the odds of a majority'

Whoops, I wrote 1/96 instead of 1/72. But my point is that px doesn't mean 1/96 everywhere, at least in SVG. It's set by the display device: developer.mozilla.org/en-US/docs/W...

HTML/CSS however will use px = 1/96 in
