Hope was born with an ultra-rare genetic disorder called MLS syndrome.

She is deaf and blind.

She also has a heart condition called cardiomyopathy, which makes it difficult for her heart to pump blood.

A better analysis by government would probably have resulted in some indexing factors (e.g. land held since, say 1973, would have a lower capital gains inclusion rate than land held since, say 1999 because of the high inflation in the 70s and 80s relative to the 2000s)

I think the issue here is the definition of PR in the ITA only requires a property to be “ordinarily inhabited” in a year to be designated as a PR. This definition differs from most vacancy tax and property trance tax legislation.
