Considerations of audience will play a part. UK press coverage of these cases seems as much about harvesting clicks from a hyper-engaged interest group as conventional news values; I'd expect most coverage to reflect the viewpoint that feeds the meter

sadly these may be features not bugs, ie aiming to brute-force ‘tiering’ at institutional level (see also moving away from ‘pockets of excellence’ in REF)
