#HIV-specific criminal laws are discriminatory and stigmatising.

People with other serious blood borne infections – including hepatitis B and C and syphilis – are not singled out with specific laws, nor for prosecution under general criminal laws.

The upward trend continued into 2025, with 48 #HIV criminalisation cases reported in just the first six months. Uzbekistan (28) and Russia (9) again accounted for the majority, alongside new cases in the US, Canada, and Argentina.

In 2024, Positive Destinations documented several cases of deportation based solely on HIV status:

🔸Russia's Dagestan region deported nine,

In 2024, 25 HIV criminalisation cases were reported in Russia, 11 in the United States, followed by Uzbekistan, Spain, Argentina, Belarus, Senegal, and Singapore.

For the first time, prosecutions were documented in Panama and Uruguay.
