It's just that there was no law stopping private institutions from barring women from doing those things. Some women could and did do those things when financial institutions didn't discriminate. It's still really fucked up either way, though.

I like Arendt on Freedom and Politics quite a bit, though i gotta disagree with her idea on what belongs to the "public" sphere. Her claim that freedom and sovereignty are incompatible is something modern politics sadly never wants to reckon with.
