Since 2003 wargaming identified the dangers of authoritarian regime pursuit of cyber intrusion for illicit financing of proliferation objectives. But 1st discussions were primitive & seen as too ludic, & so it took more than a dozen years until the analytic hypothesis was accepted in the mainstream.
