A large fire occurred at an OJSC Zavod Pripoyev warehouse in the Russian city of Novosibirsk, with a fire train called to extinguish it. The cause is unknown, and the roof collapse hampers efforts, according to the Emergencies Ministry. No casualties were reported at this stage.

Ukraine's MPs submitted a record 3,339 amendments to the 2026 draft state budget, over 59% more than last year, breaking a 19-year record. The last time more than 3,000 amendments were made was for the 2022 budget draft before the invasion, with 3,284 amendments. The previous record was set in 2007.

Kyiv's Pecherskyi District Court has extended the preventive measure for Maksim Bobyliev, a former Ukrainian POW suspected of cruel treatment of Ukrainian soldiers in captivity and facing up to 12 years in prison. He will be held in custody until December 3, hromadske's correspondent reports.

European Union countries will restrict Russian diplomats' travel within the EU due to a rise in sabotage incidents involving agents under diplomatic cover, FT reports.

The rules will require Russian diplomats in EU capitals to notify host governments of their travel plans before crossing borders.
