The other reason he could have left the inmate number off is to prevent the prison staff where Larry Nassar was housed from being alerted it was prison to prison correspondence. It would have been confiscated by prison staff inspecting incoming mail where Larry Nassar was.

I've received outgoing mail from someone in prison that did not include an inmate number (because he forgot). Also, it takes days for mail to actually be sent out by prison staff, so the three day issue is really an non issue if he mailed it out the day he died.
