Agreed. He's comic relief and a good foil for Bob, but he's not a goofy character.

Another thing to consider is that if he's getting shifts at the comms hub for the underground, he's not an unserious person.

Maybe a bit facetious? He does give him that snide answer about being between two stolen lands. And he doesn't try that therapy speak when Talleyrand tells him off, he just shrugs and does as he's told.

I read him as a tightass prick but not a troll. He chides Bob for not knowing the time answer because "it's a core tenet" or words to that effect so he's sort of doing a purity test to this dude who's desperate to find his kid.
