In 2002-3 when George W Bush put a 25% levy on steel it also hurt UK (esp high grade) steel production...
But the UK was in the EU then.
The EU threatened political retaliatory tariffs (on Harley Davidsons, Michigan car manufacturing, bourbon whiskey & Florida oranges).
Bush backed down.
But the UK was in the EU then.
