I’m still confused about when it became legal for the US Military to kill people they claim were suspected to be trafficking drugs. First strike, second strike, whatever, when did any of those strikes become legal?

I didn't realize that clinging desperately to floating wreckage while treading water constituted continuing a drug run. But, then, I'm not a naval man.
