It is beyond the capabilities and knowledge of this court to specify what diplomatic measures are available or what contacts have already been made. This court does not know if agreements between countries allows a government aircraft to land and then transport Mr Garcia to the US.

The District Court in this case was deciding if the deportation of Garcia was illegal. The decision is that he was departed in violation of a restraining order. The manner in which he should be returned to this country rests solely upon the government who flew him to El Salvador.
