It isn't just them. It is also Spring Garden Rd and other businesses nearby. Unless they live under a rock, they are well aware of the water shortage, and unless the city is living under that same rock, they have seen it happening.

I mean I also just read a story about how Montreal and Toronto have some of the worst air quality in the world currently due to forest fires. There are tons of reasons why outdoors is not the best option. It certainly could be better though.
