The federal district judges are largely holding the line and following the law. It’s unfortunate that we can’t say the same about the appellate panels and SCOTUS.

There is a strong presumption against disclosure of grand jury transcripts requiring the court to make specific findings showing a “particularized need” in the case. The district judge is making sure the magistrate judge makes those findings on the record, likely to protect the ruling on appeal.
