It's what I've begun calling the Arsehole (UK Spelling) Factor. Based on electoral data, here in Australia, we have 11-16% of arseholes. Unfortunately, when that measure hits 25%, the momentum of toxic stupidity escalates and you get rampant racism and widespread apathy.
The USAF is about 35%.
