The referendum is actually a good example for how the SU failed not so much in ideological terms but due to Moscow's imperial ambitions. The August coup turned these approval numbers on its head, reminding citizens everywhere that the Kremlin would never cease to use violence against its citizens

Das Gefühl der Bedrohung/Angst in der Bevölkerung wachzuhalten, ist zweifellos wichtig für autoritäre Regime. Der (Kriegs)Totenkult wird v.a. von religiösen Fanatikern zelebriert. Der russische(!) Mittelstand aber soll sich allenfalls vorm TV gruseln. So mein Eindruck.

Hier geht es nicht um Diskursenge, sondern um Sicherheitsrisiken. Ein Kontrollgremium für Geheimdienste mit Personen zu besetzen, die eigenmächtig in Kontakt zu feindlichen Nachrichtendienst- u.a. Stellen treten, ist fahrlässig. Stegners Ab- und Ansichten sind zweitrangig.
