Impetus co-chairs the Youth Employment Group (YEG), whose Young Person’s Guarantee helped to shape the Government’s new Youth Guarantee. It calls for wraparound support for those out of learning or work, for the long term and at an earlier stage.

Our Youth Jobs Gap report shows 75% of young people who are NEET for three months have been NEET for 12 months – meaning most NEET young people are out of work for the long-term.

To be most effective, the guarantee must be offered early – within four months of leaving employment or education, rather than after 18 months of disengagement. And with so many young people facing such high barriers to work, the guarantee must offer more than just a placement.
