Sure they can apply pressure but it’s a privately owned hotel that the U can’t actually boot anyone out of.

Exactly. It’s an urban campus. The hotel doesn’t exist ON campus property but adjacent to it. Might as well complain the University of Wisconsin isn’t doing anything about this hotel. They have just as much control as U of Minnesota.

I think your point stands that there is little to be done at the state level given the realities of how taxes are collected.
Don't expect corporations to stop sending your withholdings to DC. They like being allowed to exist.

One thing you can legally do now is increase your exemptions so that little if any federal taxes are withheld from your paycheck.*
There is a risk that you could get hit with penalties next year but in the short term the federal treasury won't be getting any of your money.
