Less vivid color palettes are also a good way to make cannon fodder look distinct from tougher enemies. Instead of color-coding your enemy classes, make the weaker ones wear single tone outfits, normal ones two-tone, strong three tone, so on.

Avoid flourishes and decorations, unless ornate costume designs are commonplace in your world. All your designs should be relatively easy to read, but make sure 'the mook' reads as such.

Imagine a dozen clones of this character in a scene and ask yourself if it would look right or weird.

Amon26: "Mook-energy" is elusive. You want a level of generic-ness in the weakest most commonplace enemies. Utilitarian, disposable, But they should still be aesthetically distinct. Use "shallow" postures. the body language of an amateur, easily distracted, frantic in combat.
