By effects maybe a glow, edge of the screen blurring/darkening to really focus on one person.
The glow could also be purple/pink for that really cheesy 90s anime effect. As well as particles around them!

It'd have to be a combination of control and visual effects. I ain't no modder but basically honing into the character in question using fov, taking control from the wearer by having actions like walking removed subetly to moving towards the charmer. effects something to make the charmer stand out!
