Misbehaving inmates are dealt without pardon. Handcuffs behind his back, leg irons and waist chain is harsh but normal SOP. The muzzle gag with a used sock in the inmates mouth and the crotch chain is just the guards way to say “we dont accept troublesome inmates”!😈
