Not surprising. Without regulations on mandatory testing and reporting, farmers have every incentive to over-apply fertilizers to ensure maximum yields.

Despite its own findings that existing regulations on slaughterhouse wastewater are insufficient to protect water quality, the EPA has decided not to update those regs. Purportedly to "unleash prosperity through deregulation." Yeah, but what's getting unleashed into U.S. waterways?
