Nets would likely be in high demand even if they do break. If anything their society might revolve around repairing or rebuilding things that break down.

So if they lived in a world with just the materials of the Earth, they'd be limited to stone, bone, and copper for building and crafting materials. Home construction would probably be all stonework. Fiber weaving would be useful for the likes of rope but extremely temporary in salt water. Wood bad.

Granted the decorated hole is from a vague fact i saw on a google search about octopuses decorating the outside of their dens with shells and the remains of previous meals.

Like it would be open air except for the purpose of being asleep, which would be like a decorated hole or coral burrow.

they honestly might just have a large open space that has a bunch of net hammocks. Im trying to think of IRL fish that make little homes.
Most of what ive seen is a small burrow that is only large enough for themselves and a sort of surrounding garden.

They could probably design their cities in such a way that currents would flow in a controlled fashion around their buildings. Big Lazy rivers that'd take you places quickly/easily.
