I'm unsure as to what you mean by permanently attached to the channel?

Client tags are just tags sent by a client (as opposed to by the server). You can send them to a channel too.

This release contains a fix for a low risk (oper privileges and unusual config required) crash vulnerability.

This suggests you've either messed up your filesystem permissions when installing or you're on Windows and are starting via a method other than the Windows service.
