They might be shaded by nearby buildings and trees - that's why roofs are preferred: note: get bird-proofing all around the edges to keep them from roosting/nesting underneath. It can become a fire hazard.

Panels should be placed for maximum exposure to sunlight. That has to take into account the shape, orientation, slope and amount of space available. Chimneys, velux and dormer windows reduce area available and can shade some panels for part of the day.

We installed panels & batteries. Our electricity bills dropped by >80% per annum, not counting payment for exporting excess.
Irish winters can be cloudy, wet and dark, so the vast bulk of that reduced bill is for mid-November to mid-February when sun is lowest in sky or is obscured by cloud.
