I would answer that as a game that's free on PlayStation Plus, Steam concurrent numbers are absolutely not indicative of a game's short-term performance, let alone long-term. In addition, a large flat fee (undisclosed) was surely paid by Sony, to ensure value is added to their ecosystem.
