Because its recommendations are often adopted by default at the Fifth Committee, a handful of members can dramatically reshape the UN budget, often to the detriment of human rights.

Because its recommendations are often adopted by default at the Fifth Committee, a handful of members can dramatically reshape the UN budget, often to the detriment of human rights.
The UN spends billions every year but its human rights pillar remains the least resourced. OHCHR receives just under 7% of the UN regular budget and less than 1% of the total budget including voluntary contributions. That makes it the lowest of the UN’s 3 pillars: peace, development, & human rights.
