But until then, needing to maintain the list of used ids makes it hard to optimize/purge. They cannot save just the ID, but who (name, DOB, etc) it actually refers to.

Some original records probably exist because SSN ids do not expire and need to be documented to prevent re-use. This could be solved with some proper database management.

I have had to convert some old COBOL databases and without knowing the business 'rules' it is nearly impossible to guess what certain (even properly labeled) values mean.

On a system where space was precious and most data storage was still digits (not binary), saving 1 character over millions of records was significant.
