Yes and no - it begs the question why he wasn't heading towards the right place in the first place. If he keeps having to change course, it looks like he doesn't know how to reach the goals he's set and is working it out as he goes. Not a good look for a leader.

That's not entirely true - the weapons don't come for free, testing them is expensive, and politicians get to attend "security briefs" and "sit-reps". People who matter make loads of money and get to snuggle up in the flag, feeling all brave and heroic. Quite a benefit (for them anyway).
