"IT" is BOTH. Trump has corrupt money laundering deals with Putin/Russian Mob ( Mob = Putin/Russian Fed ), and with MBS and the Saudis- for decades with both; in addition to dirty deals with South American drug cartels he launders money for in his Panama resort; even with Azerbaijan & Iranian Guard.
