More realistically, it's because the guys in charge are a bit racist themselves and talk themselves into thinking this is what the electorate wants from them, but that's their internal justification and deluded world view

You have to be rock hard convinced that A) the electorate actually is becoming more racist, B) that you can only win by appealing to them, C) that you can steal their support from the more racist parties, and D) that your own base won't collapse along the way. Absurd mental gymnastics
