Sweden. The main things sold out below market value have been healthcare clinics and public buildings. Our government also used to own the company that made Absolut Vodka which while sold at market value the owner of the company that bought it said it was under valued.

While it might be to pay off debt. It's not necessarily debt connected to said company. The company itself might still be highly profitable and only lead to short-term gains. As for inflated prices, that's not the experience from my own country. Plenty of things sold off for prices below market.
