Classic authoritarianism. They feel they can’t take away your passports or bring in systems to control your movement (yet), so they’ll make transport as dangerous as they can. Then play hero to fix it (but only on their restrictive terms).

P.S I know Australia not impacted, it’s just me thinking out loud about impacts like this generally. Here this would potentially prevent some workers being able to buy protective equipment.
