Apparently Susan Collins and Lisa Murkowski cut deals with Mitch McConnel and only one of them needed to vote "no." Collins is up for re-election so she got to vote "no." Doesn't that indicate that they recognize that this is a bad bill and that only by voting "no" could one get re-elected?
