it really sucks, but its gonna take a lot of funding and laws to make people keep pets indoors to actually solve the problem
and people are stupid

obviously preferably NO outdoor cats living dangerous lives and decimating the wildlife as the invasive species they are, but shelters are already overflowing and no one wants to talk about the fact that that means most of them will be euthanized, not rehomed

unless you can get every cat everywhere at once, its just gonna lead to cats migrating to new food sources and then breeding more
(while devastating the wildlife, tnr creates a "dead zone" so intact cat colonies can't spread, it's just population control)
