I call this the classification cost: the cost governments face when trying to identify and categorize communities during implementation. Building on administrative burden theory, I extend the focus from individuals struggling with paperwork to groups that are hard for the state to define and reach.

Local governments knew there was always a gap between the map and the territory. Campaigns like this one were attempts to close it, but they were costly and difficult to sustain.

I found that OEO, the city’s Planning Department, and Social Services each drew different maps of Chinatown, reflecting their own program goals and agendas.

In San Francisco, for example, Chinatown and Manilatown historically overlapped. Japantown did too before the 1906 earthquake pushed it into the Western Addition.

Chinatown, or any ethnic enclave, is a misnomer in two respects. First, there is no fixed physical boundary; such places evolve as groups move in and out. Second, enclaves often overlap.
