If memory serves- DHS’s creation was reactionary post 9-11 attacks. Nationalism was at an all time high and Anthrax scares ran rampant the year of 2002 and the TSA was employed at airports. That is a much diff time and was used for a very diff reason. But we also got the Patriot Act from that time.
