Not even so that his friends can profit from Venezuelan oil (they probably can't). Rather, it's because he has a vague, magical impression that oil was super important in the 1970s so it must be exactly the same kind of important now. But the world is changing.

Plus: oil isn't the slam dunk economically that it was 40 years ago.
