Because it wasn't a catch and Cooks unlike a lot of people on the internet knows the NFL's rules.

McMillan essentially pops the ball out with one hand and he wouldn't be able to do that if Cooks actually had controll. It was a great play by McMillan and the refs made the right call.

If he was down WITH posession then Ja'quan McMillan wouldn't have pulled it away so easily. It's almost like Bills fans are totally ignoring the part of the replay where he catches the ball awkwardly with one hand on the nose of the football and therefore doesn't have control.
