Most of this change occurred in the 60s-70s, mostly stable since mid-80s.

This change is driven by a rise in "high achieving" students who want it all -- rating financial, family, and helping others goals all highly. Students no longer feel like they have to choose between these goals.

Answer from a public non-elite one:

Yes (university wide policy) but you can only apply after you’ve been here at least 7 years. So doesn’t really help with getting tenure. Most people never even apply because by then they’re old and have kids.
