It is very much common usage, the most common term for Humanities. "Geist" here refers more to the mind or intellect rather than the spirit.

Es war mir wichtig die Möglichkeit wahrzunehmen im deutschen Fernsehen den Report der UN Kommission zum Völkermord & Israels Bodenoffensive in Gaza rechtlich einzuordnen. (3:18 min)

Fazit: Israel Vorgehen is weder rechtlich noch moralische zu rechtfertigen.

Politically the most important para is the one reaffirming third states' duty to prevent genocide. It was triggered by the ICJ provisional measures orders on 26.01.2024. The "serious risk of genocide" was clear then. States should have acted then, they must act now.

The Commission of Enquiry sticks to the established definition of genocidal intent. Here it builds from conduct that is known to lead to (partial or total) group destruction and that has no other plausible purpose. The section on direct evidence of intent is also notable.
