How the world turns. I saw something very similar yesterday but it was about 5000 miles away and at sunrise.

They're a bunch of grifters. Lie about attendance numbers. Claim it made a profit and use a unique accounting method to justify it. Lie about sustainability. You're right: they never had a legacy plan and were always going to pull it down.

I stopped thinking about it after a while and let myself slip into the madness. Unsurprisingly all the reviews I came across were positive. I watched it on Prime so it is easily accessible.
And does the cafe owner get the girl? Wait until the end. #Letterbxd 📽️

Sure there is perhaps a period halfway through when it momentarily becomes repetitive. And it could have done with a couple of scenes breaking away from the cafe setting. (It does feel like watching a stage play at times.)
Nor did I entirely understand how the past-future dynamic actually worked.

The first time director is Junta Yamaguchi who also shot and edited the film - which is only 71 minutes long. It has elements of an old-fashioned Hollywood screwball comedy: the energy, set pieces and character interactions.
There's nothing profound and it should be treated as a piece of fun.

BI2M is the more recent film, supposedly shot as a single take with the action largely taking place in a cafe and an apartment on a higher floor.
Some disruption to the space- time continuum allows the cafe owner, through a TV and a monitor to see in to the near future. Chaos then ensues.
