Insurance is going to be the driver for addressing "climate change" (insert another name for the same thing). Its not just homeowners insurance, but business insurance as well.

Another item that can be added is the adoption of resilience as a community goal. It started with rethinking how a community should plan for earthquakes and has expanded to an all-hazard approach that also includes climate change. It has been adopted by other states and the national level.

It's not just Costa Rica, in the Bay Area they like to call warm sunny weather "earthquake weather". Both the 1906 and 1989 earthquakes did happen in warm sunny weather, which helps explain the moniker, but it would be prudent to keep tarps and rain gear in your emergency supplies kit.
