There's a proposal to build 40MW of solar up the road from me. Locally there's a lot of support for it but the promoter tells me the 9MWh of battery storage is an optional extra and may never be built.

We should move as quickly as possible to clean power, but I have not seen any evidence that scaling storage is easy.
To store the equivalent of a month's backup for a 1GW generator - coal stations used to have a three month stockpile - needs 730GWh. That's a quarter of the world's annual capacity.

Unfortunately I was able to confirm your post appears to be correct.
The US Government has gone completely off the rails. Even most of the MAGA supporters did not know they were voting for this.
