It's absolutely executives and managers who are saying this. They see the number of iterations that an artist creates, and incorrectly conclude that the process can be optimized to get there faster. Classic example of failing to understand that the journey is as important as the destination.

Same. PS3 games had free multiplayer. PS4 largely did not. That's when I moved to PC gaming.
